They were replaced with properly constructed walls with gravel backfill and drainage.
Beautiful stone steps completed the hillside.
Turned out the patio was just as bad, and it was removed and reset.
A brick wall washed out during a 5 rainstorm, and it was expertly rebuilt as well.
Took a while, but the results were worth it, and should hold up forever.
